heather. s dzhokhar tsarnaev told us the reason they attacked the boston marathon they accelerated their time line to attack is they were able to build their bombs that isser than they ex -- faster than they expected. the finish line on boylston street was a target of opportunity. with that said we are learning all of the evidence points to clear pre-meditation. the tsarnaev brothers built four different types of ied's, improvised explosive devices which were all effective. national security sources say with home grown terrorists they usually build one kind so they do just build one kind. these brothers built four. sources are now saying the bombs were likely built inside tamerlan tsarnaev's house and not at the dorm of dartmouth

even though we have been told friends found a backpack in his room at pinedale hall at dartmouth containing hallowed out fireworks emptied of their powder. here is something strange. tamerlan's body was released, but right now we have no idea where it is. we watched the hers leave the medical office and take it over to the dire lake funeral home in north adelle borough but in the middle of the night it was taken in a hearse with a police escort and nobody will tell us where it is. today we might find out where the body is, we might not. something else we will not find out until a funeral home puts out a death certificate is the cause of death. we know that tamerlan tsarnaev was involved in a police shoot out and it is ladies and gentlemened his brother dzhokhar drove over him when he was trying to make a get away.

we bring all common sense look at the pictures. look at the lifestyle she went from to the lifestyle she went through. there is one of two things either mental health issues or drug issues. nobody in our society leaves an 8-year-old child and a 12-year-old child leaves their house, leaves their makeup and hair brush and decides to go live a homeless life in florida begging and panhandling and living under a bridge. it doesn't make sense. there's a detective who dedicated his career of the last decade to looking for her. there's got to be some ramification. it's not like i open up my law book and there's a clear cause of action against her. i am not even talking criminally. there has to be some degree of responsibility. >> if you determine her to be as you are alleging mentally ill or drug issues are there any

this morning for the search for the truth about the benghazi terror attack. the state review board is coming under fire for possibly neglecting to talk to key witnesses. we are live with this developing story. good morning, doug. >> good morning. they are playing this down saying it's part of an over all review process. the board assembled the state department to investigate the benghazi attack is now itself the subject of scrutiny by the state department inspector general with charges of the accountability review board failed to interview for instance secretary of state hillary clinton about her role. the white house repeatedly sited the findings and defending the administration's conduct before, during and after the attack that killed four americans including u.s. ambassador chris stevens. the husband and wife team who claim to represent two state department whistleblowers told

>> we have all told you about the new regulations enacted under president obama. but a new study is breaking down just how much it is costing the could be tree and the number is well into the billions. diane macedo has more. >> with so much focus on federal spending people might forget the burden is quickly growing. the study by the heritage foundation says the burden on americans increased by nearly $70 billion during president obama's first term in office as federal agencies imposed 131 new regulations. in 2012 alone based on agencies own analysis the administration had regulatory costs from 25 rule makings and 131 major rules just waiting on the administration agenda.
